The problem we couldn’t stop thinking about.

A separate readiness check against SIA's four criteria — population clarity, outcomes focus, evidence base, and IDI data readiness — alongside the five frameworks above, not a sixth framework.

Cultural outcomes are never monetised by default. Pacific and Māori values — whānau connection, cultural identity, spiritual wellbeing — are reported qualitatively unless explicit consent is given. This is a non-negotiable design principle of Wellspring, not an optional setting.

Can you clearly define who your programme serves? SIA requires a well-defined, identifiable target population — ideally linkable to Stats NZ IDI data for longitudinal tracking. Wellspring assesses the precision and IDI-readiness of your population definition.

Are you measuring outcomes — the actual changes in people’s lives — rather than just outputs like “number of sessions delivered”? SIA favours organisations with a clear, honest outcomes framework. Wellspring’s consequence analysis, including flagged risks, is viewed positively by SIA.

How strong is the evidence behind your claimed outcomes? SIA distinguishes between self-reported data, validated instruments, and independently verified studies. Data & IDI Readiness

Are your data systems capable of linking to the Integrated Data Infrastructure (IDI) at Stats NZ for longitudinal population tracking?
